The Macpherson Smith Community Alliance is a joint initiative of the Helen Macpherson Smith Trust and the Victorian Government. The program's objectives were to assist small rural Victorian communities participating in the Community Capacity Building Initiative (CCBI) to continue to revitalise their towns. These CCBI projects involved 55 small towns in regional Victoria. Projects were driven by local communities and auspiced and supported by local council, to ensure that the projects were of overall community benefit.

The partnership involved $1 million over two years. Projects identified through the Community Capacity Building Initiative were required to focus on community and economic infrastructure, community/economic studies, community events, portable community facilities, tourism promotion, education and technology and youth leadership.
